Kawanabe Kyôsai
This small print is by Kawanabe Kyosai from his book One Hundred Pictures by Kyosai (Kyosai Hyakuzu): Most of the images in the Kyosai Hyaku-zu draw upon Japanese mythology, folklore and proverbs but this one shows a group of children swimming.
