This is one panel of a triptych. We see an actor in the role of a mask maker. He's painting a red fish and behind him are hanging the masks of two of the seven gods of fortune.
Utagawa Yoshitsuya, also known as Kōko Yoshitsuya and as Ichieisai Yoshitsuya, was a Japanese designer of ukiyo-e woodblock prints. Yoshitsuya was a student of Utagawa Kuniyoshi and, like his teacher, is best known for his woodblock prints of warriors.
