The Cowardice of a Worldly Monk at Yanagiwara from the series "Crazy Pictures of Famous Places in Tokyo" (okyo kaika kyoga meisho). The women strolling by the pond in Yanagiwara are amused by a monk's overreaction to a tug on his sleeve. He's probably worried that they want to corrupt him.
